Description

Inappropriate res set in FileList and LocList in some cases if multiple directories are used.
A similar bug exists in HostFiles (see issue #56).

Import of Strings avoided. Refs: #58.
In order to be consistent with assumptions in DevDependencies.CreateTool,
there must not be any imports except Kernel, Files, and HostFiles in HostPackedFiles.
