There are two obvious definitions of the "IntegerPartOf" function; round towards zero or round towards -infinity. Both are implemented (as Math.Trunc & Math.Floor), which is very convenient, and avoids pointless discussion about which is "better". However only one of the corresponding "FractionalPartOf" functions is provided proved (System.Frac). This is a proposal to add the other function under the name System.Fraction. There would be no back-compatibility issues.
